Engineering: the EPC firm designs the system — routes, depths, pole loading, materials specs — and stamps the drawings the build will follow. Procurement: it buys the conduit, cable, cabinets, and hardware, carrying supply-chain risk and (on federal work) the Build America, Buy America paperwork that comes with it. Construction: its crews and subcontractors execute, and the same firm that designed the work answers for how it performs.

In traditional design-bid-build, the owner hires an engineer, then separately bids the construction — and owns the gap between them: when the design meets rock, the change order is the owner's problem.
